Bid for new TV channel
THERE could soon be a new community television channel in Perth if the Australian Communication and Media Authority approves an application by West TV Ltd.
West TV Ltd, operating under the name of New Visions 31, has applied for a community TV licence along with the support of CTV Perth Inc.

Chairman Peter Jeffery, director Tibor Meszaros, David Valentin and volunteers have submitted an expression of interest to the authority.

Mr Meszaros said West TV Ltd members were ensuring the company had the necessary requirements to make a difference as a new community TV channel in WA.

“With such a large showing of community and educational support, along with good board representation and management, West TV Ltd will be able to fulfil ACMA’s requirements and should hopefully receive good news on the matter fairly soon,” he said.

The licence is to be managed by a board of nine directors of New Visions 31, focusing on a variety of community interests.

It is expected ACMA will make a decision later this year.

Access 31 assets go for sale
THE fallout from the liquidation of community TV station Access 31 continues with the selling of the station’s assets.

Liquidators are still offering the station for sale and selling items including station equipment, library contents and rights to the Community Television Broadcasting Licence and Transmission Site Licence.

At the time of print, liquidator Kim Holbrook said no items had been bought, but there were a number of expressions of interest. Mr Holbrook said the closing date for expressions of interests was late September.

The troubled station stopped transmission in early August following financial woes and was forced into liquidation in September following a meeting with its board members. Members and former staff voted to overlook a number of last-minute rescue bids, instead sending the company to receivers to pay off around $600,000 in debts.

The Australian Communications and Media Authority will continue to monitor the situation and decide on its next course of action if the station’s licence is cancelled or surrendered.

Meanwhile, former Access 31 TV shows have managed to secure slots on Foxtel’s Aurora Community Channel, thanks to negotiations by local TV producers, CTV Perth Inc. with Foxtel. The Couch, Sweet & Sour, The Young Talent Show, Riding WA and Tele Latina have started airing on Foxtel’s digital network.

CTV Perth chairman Peter Jeffery said Foxtel’s Aurora channel was understanding and supportive of the situation, generously allowing five locally produced shows to air nationally.

Mr Jeffery described the abrupt closure of Access 31 as difficult for local producers and said they were “left high and dry.” He said common sense prevailed following the move to the Foxtel community channel, describing the shift as a unified approach between local producers and Aurora.

Perth groups jockey to set up new community TV station

PERTH groups are jockeying for the chance to set up a new community TV station in the city after the failure of former licence-holder Access 31.

Regulator the Australian Communications and Media Authority cancelled Access 31's licence last week, three weeks after it went into liquidation with unsecured debts of $553,000 and owing employees about $77,000, mostly in leave entitlements.

On Saturday, ACMA called for applications to run a two-year trial community TV service in Perth.

Two groups have already expressed interest. One, CTV Perth, was an unsuccessful applicant against Access 31 for the permanent licence in 2004.

The other is led by Perth businessman Scott Hunt, who produced breakfast show Wake Up! WA for Access 31.

Mr Hunt said he was talking to groups, including Murdoch University and the Multicultural Radio and Television Association, about offering a service.

He would not reveal the group's financial backers.

Despite Access 31's failure, Perth could support a community station, he said.

"Unfortunately, Access 31's business model was flawed," he said.

Access 31 shows moving to FOXTEL's Aurora Channel

LOCAL independent community TV producers, CTV Perth Inc. have secured five slots on FOXTEL'S Aurora Community Channel for former Access 31 TV shows.

Tele Latina, Riding WA, Sweet & Sour, The Young Talent Show and The Couch will all be airing nationally from Monday on FOXTEL'S digital network. read more....
